Based on Geometry Nodes, this tool allows you to adaptively subdivide a mesh based on distance from a point.

There are 2 methods you can choose from for subdividing the mesh, Triangulate will triangulate the mesh, but the subdivision is smoother:
And then Iterative, which allows to have quads in the mesh (also this preserves UVs):
